Athena bears the name of the Greek goddess of wisdom, strategic thought, and just statecraft — qualities this AI is designed to embody. She is a locally operated, evidence-based AI personality for Germany. Using a RAG system (Retrieval-Augmented Generation) with ChromaDB, LangChain, and a local LLM via Ollama, Athena analyzes German legal texts, budget data, and expert reports — delivering fact-based answers with transparent source citations. Human decision-making authority is always preserved. Athena is the technical foundation for the EVIDENZ party.

Athena runs in two parallel instances with their own persona and knowledge base. Methodologically identical, thematically different.

Federal politics — Basic Law, federal statutes, federal budget, expert council reports. All policy fields treated methodologically the same, no core topic.

Athena Pfofeld Pilot

Municipal politics in a 1500-resident village at Brombachsee. Bavarian municipal law, Pfofeld bylaws, local comparison cases. Pilot for validating the methodology in a manageable scope.
